Professional Programme in EU Lobbying & Research Fellowship

Gain the strategy to navigate Brussels and the published portfolio that proves you are ready for the Brussels careers.

Bridging the Gap

Europe is facing a regulatory “polycrisis”—from the Green Deal transition to the AI Act. Yet, the most innovative analysis often remains trapped in university libraries. When rigorous research fails to leave the academic bubble, decision-makers are left with outdated frameworks, and brilliant aspiring lobbyists miss their chance to influence the conversation.

In the high-stakes environment of Brussels, silence is a professional risk. Without a dedicated platform, your insights on EU legislation remain invisible. A master’s thesis sitting on a hard drive does not build a career; a published policy paper does.

This disconnection deprives you of the visibility essential for landing a role in Public Affairs.

The European Governance Lab provides the credible pathway your work deserves. We offer a structured platform designed to elevate rigorous analysis into actionable lobbying tools. By submitting your paper, you move beyond abstract study and enter a serious discourse where your ideas can be seen, cited, and utilized by practitioners. This is your opportunity to ensure your research doesn’t just sit on a shelf, but actively shapes the frameworks of tomorrow.

Step 1. The Knowledge Base: Master the Brussels Ecosystem

Before you start your Research Fellowship, you must understand. This comprehensive video curriculum dissects the EU lobbying landscape, giving you the technical foundation required for your Research Fellowship.

Module 1: Decoding the Institutions

Don’t just memorize the treaties. Understand the power dynamics.

The Feature: Deep dive into the Commission, Parliament, and Council.

The Benefit: Learn exactly who holds the pen at each stage of the legislative process and when to intervene to save a sinking amendment.

Module 2: Mapping the Players

Brussels is a village. Know the neighbors.

The Feature: Analysis of NGOs, Business Associations, Think Tanks, and Consultancies.

The Benefit: Stop guessing who your allies are. Learn to perform a professional stakeholder analysis to identify coalition partners and neutralize opponents.

Module 3: The Lobbying Strategy

Good arguments fail without good timing.

The Feature: Step-by-step breakdown of lobbying strategies, timelines, and tools.

The Benefit: Learn how to draft a lobbying timeline that aligns with the EU legislative cycle, ensuring your message lands on the right desk at the exact right moment.

Module 4: Ethics & Future Trends

Protect your reputation.

The Feature: The Transparency Register, ethical codes, and digital advocacy.

The Benefit: Navigate the “grey areas” of influence with confidence. Understand the compliance rules that professional public affairs firms strictly enforce.

2 Step. Research Fellowship

The Fellowship track is the practical application of your learning. After successfully completing the Lobbying in the European Union programme, you unlock the submission process below.

1. The Abstract

Pitch Your Idea. Begin by submitting a 300-word executive summary of your proposed analysis. Clearly outline your core argument, the specific policy problem you are addressing, and the track you are targeting.

2. Review & Confirmation

Get the Green Light. Our editorial board reviews abstracts on a rolling basis. If selected, you will receive a formal confirmation email to proceed.

3. Final Submission

Draft & Deliver. Once confirmed, you will have 4–6 weeks to write and submit your final 1,000–1,500 word paper. Upon acceptance, your work will move to the layout phase for publication.

Evaluation Criteria

Important Editorial Note: Publication is not guaranteed. The Fellowship is a professional credential. Submitting an abstract or manuscript does not ensure publication.

Our Editorial Board reserves the right to reject submissions at any stage if they do not meet our standards for rigour, relevance, or originality.

Does it solve a problem? We prioritize analysis that moves beyond theoretical observation to offer actionable recommendations. Your paper must address a real-world regulatory challenge facing the EU and provide a clear “so what?” for decision-makers.

  • Can a lobbyist or MEP pick this up and use it tomorrow?

Is it backed by evidence? Descriptive writing is not enough. We look for deep stakeholder mapping and strategic insight. You must demonstrate a sophisticated understanding of the institutional power dynamics at play, rather than just summarizing a directive.

  • Do you explain why a policy is stalling, not just that it is stalling?

Is it a new perspective? Avoid summarizing Brussels Playbook. We look for fresh angles on established debates. Whether it’s a counter-intuitive alliance strategy or a unique sector analysis, we want ideas that haven’t been written a hundred times already.

  • Does this tell us something we didn’t already know?

Is it professional? In Brussels, if it isn’t clear, it isn’t read. We demand concise, punchy, and structurally sound writing. Your arguments must flow logically from problem to solution, free of unnecessary academic jargon.

  • Is it written for a busy policymaker or a grading professor? (We want the former).

Will this certification help me get hired in Brussels?

That is the primary goal. Employers in the “EU Bubble” (consultancies, NGOs, and associations) often complain that graduates understand theory but lack practical skills. This programme bridges that gap. By listing a published policy brief and a Professional Programme Certification on your CV, you demonstrate that you possess the specific, tangible skills (like stakeholder mapping and legislative tracking) that junior consultants are expected to know on day one.

I am a full-time student/employee. What is the time commitment?

The programme is designed to fit around a busy schedule.

  • The Learning Phase: The video curriculum is approximately 3-4 hours long and is self-paced. You can watch it over a weekend or spread it out.

  • The Writing Phase: Once you start your paper, you have a 4–6 week window to draft it. Most participants spend about 2–3 hours per week on research and writing during this phase.

Do I need prior experience in lobbying to join?

No. The curriculum is built to take you from zero to proficient. We teach you the fundamental frameworks, terminology, and strategies used in Brussels. If you are a student of Political Science, Law, or International Relations, you already have the academic background needed to succeed here; we just add the professional layer.

How is this different from a Master's degree assignment?

University assignments are written for professors to prove you read the textbook. Policy briefs are written for decision-makers to persuade them to act. In this programme, we strip away the academic jargon. We teach you to write with brevity, strategic focus, and commercial awareness—the exact writing style required in a professional Public Affairs environment.

What happens if my paper is not accepted for publication?

The editorial standards are high, but the process is supportive. If your paper is rejected, you will receive actionable feedback on why it didn’t meet the criteria (e.g., “needs more concrete recommendations” or “stakeholder analysis is too broad”). You still retain your Certificate of Completion for the educational module, and you will have a solid draft that you can refine for your own portfolio or LinkedIn.

What happens if my final paper is rejected?

Acceptance of an abstract is a “provisional acceptance.” The final paper must still meet our quality standards. If the final draft requires major work, our editors will usually offer a round of feedback. Rejection at the final stage is rare but possible if the paper fails to meet the core evaluation criteria.

How long do I have access to the materials?

Forever. Your enrollment grants you Lifetime Access. You can come back to the video lessons, templates, and lobbying guides whenever you need a refresher—for example, right before a job interview or your first day at a new internship.

Is the 'Early Bird' rate really limited?

Yes. We subsidize the rate to €75 for the initial intake of the cohort to build momentum. Once our editorial capacity is reached, the price returns to the standard €120 to ensure we can afford the hours required to review every abstract and paper personally.
